"PA" stands for Patent Attorney. This PA has successfully defended patents in a reexamination, as well as invalidated patents using the reexamination process, so I am pretty sure he understands the USPTO. In the end though, unless one is extremely intimate about the case, it is hard for one to provide counsel, and is why I usually just ask him questions pertaining to the process.
