...only the DETERMINATION to ORDER the reex has been completed, thus the reex will now commence. The flow chart explains it in graphic detail at the bottom of the link provided earlier.

Only if the patent owner chooses the option to file a statement will the requestor have the option to reply to it.

The USPTO will issue an Office Action no matter what option the the patent owner chooses.
