Sometimes when momentum is going in the wrong direction a simple change in personnel can put motivation in place, if not just for the fact that it gives new direction and hope. Then events can accelerate from there as confidence is restored. There is nothing wrong in change for change sake, if you have the right guy waiting in the wings. Einstein said. "the definition of insanity is to try the same thing over and over and expect different results"
Here's a guy who wasn't good enough, in some peoples opinion, (not mine) but when they needed him he came through and changed insurmountable odds. He was the best at what he did.
