Then why even have PDS and the extra costs it incurs? If CJ gets $30K+ a year from PTSC just to sign PDS documents it's not a stretch to think TPL pays DL to do the same.

Since CJ+DL outnumber any third PDS "Board" member in a vote anyway, why not just use a third-party escrow company and says a bunch of money?

PTSC and TPL would approve payments from the "PDS" escrow account and it all looks a lot less suspicious.
