I'm not an engineer but that was the information provided by Not management at one of their presentations. They were the ones qouting those figures. I believe they said that road to the reserve was being but in at a cost of $13,000 per lilometer.
As a person who has spent many hours in the back woods down logging roads and such, I can tell you that with space and no developement to go around roads can be built cheap. The area property won't have the be purchased at a premium nor does the road have to be engineered for high volume and fast moving traffic. The road will only need to be functional and load bearing.
