Sorry but that's way over the top. You can build a kilometer of superhighway for that.

No land costs involved in road as it's all Government Property. Heavy equipment, mega fill and culvert work. It wouldn't be a paved road but would have to be well constructed due to low lying land and winter frost.

You can be sure it would be the pathway used for power lines etc..

Damn bet it would lead to some great fishing too.
