I like how you have put some parameters around how Windfall could be developed - it gives me an idea of the potential value there. However, even if it takes only three years to put into production, that exceeds the time frame I have heard (if I recall correctly - about two years) of selling Double Eagle to a major. Meanwhile, it would be a cash drain that would reduce the amount available for DE.

With a 43-101 and a Bankable Feasibility Study in hand you can borrow much of the money to develop a mine but lenders still expect that the developer will finance a significant amount of the costs themselves.
