Did anyone else notice that the agreement which Noront announced covers the past?

"This agreement pertains to Noront Resources' exploration activities from Aug. 25, 2007, to the end of December, 2008". Agreements covering the future are not yet started: "... we are looking forward to the next step which includes finalizing an exploration agreement ..." (Paul Parisotto).

So this seems to be retracing old agreements that Richard Nemis already had, while not even starting on the part that is forward-looking. Please correct me if I am wrong, here. Maybe we need a full-time CEO on this effort?
