Why is NOT doing JV agreements again ?

I thought this was a proxy-issue (and even past proxy), that NOT did too many JV´s and was not able to control 100% of their properties, because a Major would only be interested in an undivided interest !

So why this turn-around now ?

Can somebody offer some arguments for this change in past-proxy "new company policy" ?
