It's not just saying maybe. There is a lot in what you propose as possibilities.

I would only suggest that perhaps FWR enticed Cliffs to make an offer instead of Cliffs doing it on it's own, at least in appearance. Cliffs offer drove the price up a notch. FWR considers it worth while to dish out 6 million $ with a guaranteed higher offer.
