For a group that have become seasoned politicians and mastered the art of saying nothing while speaking - I found that to be an interesting statement.

Now, personally I think this agreement is going to be quite powerful and complex and if it were to take until the end of this month I wouldn't be all that surprised, but it would still be an expeditious deal IMO.
