1% of 1.5 billion is 15 million - now haven't numbers in the 1.5 billion range been tossed around as a ballpark as to the cost of infrastructure, concentrator, transportation.....

Just trying to put out some possiblities as the the timing, purpose, and size of the current financing - also times out nicely with the time lines that Luker found - looks like management is planning in terms of large and big......that works for me! large share price...big profits!
