The definition makes perfect sense to me... however it always seems to be nullified by the OSC's indication that the *amount* of manipulation and fraud (in dollars? number of investors harmed? number of colleagues involved?) falls outside the range where they'd actually *do* something about it. Every single OSC reply to investors' rather pointed queries that's been posted here has had this caveat. Something along the lines of, "Sorry that bully pushed you down and stomped on you again... but it's only a bruise or a cut or a broken leg. Besides, we can't see any bullies around (because they are hiding behind us)".
Oh, and Milsy- you don't need to post your bona-fides. We know you are the real deal. I often wonder if IAS ever posts when not TWD (Typing While Drunk, often with his own admission). Of course, IAS is still responsible for what he types... :-)
