Check out how the logging companies handle the problem. Ground support fabric over the muskeg then gravel followed by pavement. I have bridged deep quicksand easily in the past where you couldn't walk on it by rolling the fabric out ahead. An hour later the semi's were backing over it and dumping their loads. Road building is not near as difficult as imagined.
