I assume what she is saying is that Cliffs gets to decide where they will locate their Smelter and where they will build their roads. Noront has the same right.

Obviously when in comes to spending public funds, the Gov't will have some say.

The develpoment of the RoF is a very important economic development initiative for Northern Ontario and all of Ontario.. Check out what the Quebec Gov't is doing with it's "Plan Nord". Very impressive.

The key to economic develoment for both Ontario and Quebec going forward will be development of the north. We need to be very receptive to all companies that offer to assist with these efforts. No sense in bashing the Americans. It could be the Chinese.
