Correct me if I am wrong , but why does this official assume that Cliff should be calling the shots as to the infrastructure size and location ?

Noront will have as much cromite and other minerals to produce than Cliff and will be more environentally friendly working underground than in an open pit.

Seems to me the tail is wagging the dog not to mention that this is should be a Canadian determination and not a USA shakedown for special consideration for location , services and tax breaks.
