I do not think that the pipeline will be built, said so shortly after that plan was put forth.
That subject is proposed imho as a default position in case we are asked to contribute too much towards an all weather road or rail line. Wes can argue then that Noront can contribute a fraction of the $234 million that would otherwise be spent on the
pipeline or he will go alone.
Not paying a large portion for road or rail construction is what must be meant as avoiding excessive dilution.
Road needs to be built not only for the companies working in the Ring but also for the locals who have the votes at election time.

As for chromite, Cliffs needs the rail line and will build it even without government support but I hope that Noront will not sell the chromite assets but offer to Cliffs to have it's chromite shipped by them for a fee. Perhaps even Cliffs processing our chromite ore in their facility for additional fee. This way Cliffs recovers the rail line expense much sooner.
In short Cliffs does not need to buy our chromite assets, they have the potential to benefit from our chromite in any situation. They already control all the chromite in the Ring to some degree.
