When?
The Ontario Liberals need to make an announcement about the Ring's infrastructure during this election. Failing to do so will cost them votes in the north. Making such an announcement after the election will serve them little if not.
An example is the announcement of tax breaks for hiring immigrants. That plays right into many voters in southern Ontario. They do not make such proclamations needlessly and that should have minimal impact on the north because most immigrants are in the south and concentrated in Toronto. So extra votes from Toronto.

They need to do someting equivalent for the north.
