In my opinion, solar power is out of the question for Noront. Same for vanadium battery because too long in comming and costly in early stages.
Mini nuclear maybe but can you imagine the gut reaction by environmentalists and natives to the word 'nuclear'?
Wind turbines may be as an addition to regular grid.
But the grid will have to be the main stay because it would not only serve the mines but also the local populace near the power line path.
Again the local grid could be supplemented by local generators powered by peat but again that is further down in time than now, when we need the power almost immediately.

So I say electrical grid and all year road access are two things that are necessary Today. Rail line shortly after or simultaneously to make transportation more economical.

All the others are just additional maybies above the basic necessities.
