I'm no economist (not so sorry I'm not), but I've never been able to understand why the Ontario Northland Railway can't be extended up the West coast of James Bay from Moosonee, to service the FN communities strung along there and the existing De Beers Diamond Mine, not to speak of opening up huge areas for development including the ROF.

Geography no doubt would be a challenge, but that appears to have been met in spades many, many years ago, both in the Churchhill line and the TNO line. Not to speak of the iron ore line to Knob Lake and many other challenging routes around the World.
