Ed, Having sat on local council for 10 years, I know from experience that many infrastructure projects are funded by a three way split. Usually this is 33% Federal 33% Provincial and 33% other (usually municipal ) but this could come from industry.I think this would be the case for road building to the "Ring" with NOT, Cliffs et al picking up the last 33%. This is just what I have seen but who knows, times being what they are. the deputy
