Then you did get a partial answer.
The reason they asked you to e-mail them is because it was a sensitive topic about which they could not answer on the spot. They needed time to consult with upper management as to whether they can answer and/or what that answer could be.
E-mail gave them that time to consult.
I am guessing that it does involve a neighbour making any answer very sensitive and problematic.
