It is odd how some can take a single sentence out of a discussion paper and try to analyse it by itself without consideration of the context of the whole.
The startup date has only ever been a point in the future selected in the context of several other factors meeting or beating their time allotments. As things transpire, these time allotments change, and so will the final one as a result.
Why not look at some of the positive things that come out of that report instead?
The report came from a gov't (official?). He states that 'Noront said' at a meeting last week. That tells us that meetings are taking place between gov't and companie(s).
They tell us here that no committment can come from the gov'ts until the EA is complete, which make sense. How could the Ont Gov't announce financial support for a project that does not meet their env standards. However, it does tell us that they are discussing startup times officially, which would indicate they are past other things such as a route in. It also says, though, that there WILL be gov't support. It just won't be made public until the EA is complete.
