As usual, an excellent piece of literature from Babjak. Of particular note is the above statement, if, for nothing more, the order in which he places his priorities (well being, nice house, other stuff, and finally maybe even a job). Explains the situation quite well.
At any rate, it is a situation that is very difficult for any one to negotiate to any sort of conclusion.
If the priority is to produce income by creating jobs, by utilizing the available resources, that is one possibility.
If the priority is to produce income without jobs, resources must be marketed in some other fashion.
However, the intent appear to be to produce income without the necessity of jobs (working), or by disturbing the environment (utilizing resources).
An African can't do it. A Russian can't do it. An East Asian can't do it. Whitee can't do it. Yet we are prepared to expend whatever it takes to figure out how a first nations person can.
Go figure.
