Hi Edgy. The proposal of rail ownership is not based on so-called FN rights of ownership to traditional land, but on a voluntary idea put forward by KWG (CCC) management. My recall is that after the RR is paid-back (like 20 years or so), FN would then received the ownership of the rails and the rails bed for no consideration, and would therefore operate the line for their own benefit.
Planets are aligning for this RR project, which many tought cranky at first! As I said, Frank Smeenk is not a guy to retire with 5 pennies (now 6 and a half!) and a goldwatch. Cliffs beware!
By the way, Bruce did confirm that the PPP application is still on, but will be considered for the next round. The last round was looking for 'shovel-ready' projects which CCC's was not at the time.
