No one seems to know for sure what is causing the share price to rise like it is but if I was to take a guess I would say it has a lot to do with a combination of Babjak's FIPA program post and mynot's Aecon rumour.

I personally feel that the FIPA program Court decision has removed a large hurdle and the Aecon excitment rumour lets me think that some sort of approval for infrastructure has been approved and it's just a matter of crossing a few "T" and dotting a few "i" before releasing that information to the public.
