Clean Yes, very cheap only when the construction of the generator and water source, usually a dam and reservoir, is built and paid for. These types of projects are capital expensive at the front end, much as nuclear power. And that is assumed that everything goes well during construction and life phase.

Is there enough height for dam and reservoir?

With Ontario being short strapped for cash where is the capital expense to come from?
