Technically the ring is mostly a provincial responsibility and the most important and early infrastructure that is necessary is a road. That is normally a provincial matter BUT such a road is a means to lowering costs to the native communities and would save a truck load of cash for the federals... so I say the feds have a moral responsibility to contribute to it's construction. At least the amount they are expected to save.

Else the feds should arange for the local natives to ok to fork over some of the federal cash that they will save due to lowered costs associated with the road.

However the feds are more intent of forking over cash to Duffy ( To US citizens: That is an affair of the Canadian Prime Minister's Office) then to the logical infrastructures for their citizens.
