Yes, Ed, you are correct. Control, and maintenance, of highways within a province, are the responsibility of that province. Original construction, however, of that highway are always dependant on the particular, original needs for that roadway.

In fact, almost all roadways built in Canada, are a cooperative effort of provincial, federal, and more often, municipal Gov't's.
