Depends what its about. If Semple was privy to information that is about to come out, then no, of course he can't purchase stock. However, if noront was about to be taken over and insiders didn't know, OR, the government was about to announce infrastructure news that Noront insiders weren't aware of, they can buy all they want. If they don't know, they can buy, if they do, they can't. Insider buying cannot ever be viewed as negative. It's about time the boys step up and buy at these pathetic prices..
