Ken, I do not agree, per example:

Was it hard for Wynne to come up with the 2.25 billion price tag for infrastructures.
Was it also hard for Noront to estimate the cost and their share for the E/W road.
It is also not hard for both governments to say that they will fund and in what proportions each will share.

The development corporation will mainly decide the details of what, where and when. The majority is already known or well understood. If in some future there will be a few million $s lacking or inflation steps in, these are to be expected and the financiers (ie. governments) should plan for such.

I do not see any excuse for both governments to not say that they will fund development and more or less what their time lines are.

Too late for excuses, imo. Ed.
