Uncertaity is as much a killer to progress as are represeve taxes or bureaucracy.
IMHO, mediocre but early decisions are better than none. Most errors can be corrected later, if needed.

The governments have had almost six years to plan and get everything in order.
'Getting things right' is no longer a valid excuse for delays.
