I suspect that the government intervenes not so much on behalf of Cliffs but that the claims were granted improperly and they want to correct it.

I think the invalidity stems more from the fact that claims are to be for mining purposes but these were claimed to obtain a strangle hold on the only good path to the Ring. Gravel may have been used as an excuse.
When there is only one of something and it is publicly owned then it should not be granted to anyone else who has exclusive private interests. Does monopoly not have any meaning here?

Against Cliffs, I do not think this path access should be granted to them for a road. Rail is what is needed and that should have priority. Rail, but for use of everyone and not private interests.
