Why Halt?

If it was one of the companies from the Ring making an announcement then a halt would be necessary to maintain fairness because not all shareholders would receive the news at the same time.

However when it is the government making a major announcement then every body, plus their poodle, who whould have any interest in the Ring would be listening. So no favouritism involved and no need to halt.

Rumours being that up to a billion $s may be involded. I expect the E/W road to be the main topic. If so than I suspect a billion is more than what is needed, unless they plan a four lane road.

I suspect it is a road plus electrical power line, or a partial financing to start the railway.
