IMO once derisking occurs Rickford and the Feds will change their tune. All the province needs to do now is wait for the EA approval to pave the way, have the DEVCO establish projects for funding, ask the Feds for the money and viola, the Ring gets its infrastructure and then some. Sounds good, nes pas.
