KWG does not want to use the route for its sole purpose. They have stated that right from the get-go. They want some other entity to oversee the railroad so everyone has access to the ring. However, in exchange for giving up the route, I'm certain they want something in exchange for this. All part of the negotiating process. Would they want shares in a corp that oversees the RR or a % of the freight hauled out....who knows.

We'll most likely have to read about it someday.
