If one accepts the premise of "overinflated claims of its' (ROF) potential" then it naturally follows that any expectations/demands from the Aboriginal peoples in the area in terms of revenue-sharing, infrastructure development , trade/skills training, and employment prospects may need to be concomitantly re-evaluated/ toned down, non?
