Meaning:
To them consultation most likely means than not only do they get roads, jobs, electrical power from grid but also a share of profits from mining in the form of royalties. All of these have not been offered yet, to my knowlege. This is due to them thinking that they own not only the land but what is underneath it.

I do not think the issue will be settled until an understanding is reached between them and Ontario government.

We are held at ransom, imho.
