Key words here are "enhance community access" and the marketwire link states:

"The Government of Canada and the Province of Ontario will each invest $393,814 to enable the Webequie First Nation, in partnership with the First Nations of Eabametoong, Neskantaga and Nibinamik, to complete a regional community service corridor study."

So in my view... if it's going to be positve... is that Noront's part is solid, it's just that the communities need to finish their road studies in order to get going. Or rather... that they need the funding to complete the studies. If we are lucky they'll let the main road advance now.
