One point of this cash for a study is that the money will go to the First Nations. Quite a nice pot, spread around the small population. Some will go to outside consultants, but surely some will stay locally. Perhaps they can pay people to study the Deloitte Report?

With this the FN can be certain they won't be bypassed in the development and can control their own destinies to a degree that wasn't usual in past mining developments in Canada.

NOT was named as the only currently viable project. The only revenue & jobs creator. That is significant.
