You are correct about Noront and baby steps but Parlament Hill and the media make little distinction and are still clouded by Cliffs's leaving and the chromite.
Same goes to some of Noront's investors, some are selling NOT shares as we speak.
It takes some know how to know the difference. I hope that old timers and stalwarts here are hanging in.

On the flip side it may be last and great opportunity to load up some more.
For me my wallet is near empty and I need to examine my other stocks as to which to sell some and convert into NOT.
