Its not the number of people that is the issue. It's the current interpretation of their 'rights' under the constitution. Governments over the last 200 years should have settled these issues as they emerged but as politicians do they deferred it to the next guy. With the racism that existed, successive governments shuffled aside the FNs and did whatever they wanted. So about 20 years ago the FNs started using the courts to force the governments hand and we have the mess of interpretations we have now.
As with any negotiation each side wants more than the other is willing to give. Neither side will get everything they want and at some point things will get close enough to call it a deal. Just my guess but I think we are getting there.
