It does add up IF they truly believe that the treaty territory is their property in which any development that occurs has to be compensated to them through royalty payments or partial ownership.

That they are willing to stop any development until they are compensated to their satisfaction.

So with whom are you more annoyed with, the natives or the federal government?

The answer for me is Feds.
