Fahrenheit, to echo what Fossil just said - Just put yourself in the position of being a potential financier of the Ring.
Would you expose yourself with your cash to the risk of uncertainty about the natives and both governments?
You would want to be certain that the natives would not put up a blockade the day after you decided to fund a mine that the natives want a piece of.
Same for the governments.
Ontario would have to do more than just say 'We will fund 1 billion'. They would have to establish a trully functioning entity for supervising and funding a road into the Ring.
And for the federal government to establish an understanding as to what they are entitled to and what they can not interfere with. Also to truly fund that road due to which costs will be reduced to the natives that they are supposed to support. Hence road should reduce support costs for federal government.
If you were not assured of the above you would not touch the Ring or if so then you would demand so high a compensation ( interest or shares ) that the client would consider as ripping off. That is why funding is so tight globally, because risks due to lack of safe collateral are too high.
