Ontario will not be funding the construction of the Eagle mine, nor the Feds. It is to be fully at Noront's cost.
What Ontario is to fund partly or wholly is the E/W road and possible electrical power line that may be along that road. Their dollar amount would be in line if the power line cost would be for the last portion to the Ring combined with the road.

Feds should fund part of the road costs.

3rd quarter? Well Yes if it means announcement time only. That should be done well in time before the winter season.
