Yup:

"Noront submitted the terms of reference to the ministry in 2012, revised them at the ministry's request and resubmitted them in December 2013, and has been waiting for approval to move ahead since."

Those 17 amendments could not be provoded in 2013 so that the resubmittal could answer them.

Now Noront will resubmit again and then what? More amendments?

Bureaucracy reigns supreme while we sit in limbo.
