My understanding is that the ToR were accepted. The "amendments" seem to be mostly already completed under the Draft EA.

They won't have to resubmit the ToR with amendments, they just need to incorporate the missing work within the EA. It seems like most of the amendments have already been addressed within it anyway.

All the previous FN open houses and comments have been documented. Cariboo and water quality form part of the base line studies.

Maybe this is more about the IBAs than anything.
