NDP Claude Gravelle argued the New Democrats have committed $1 billion over 20 years to develop the chromite project. Serre shot back with contention that the money is needed “immediately,” not in 20 years. He said the Liberal party has $129 million available at the moment.

-- So the Liberals have stated $129M now vs $1B over 20 years ...

Not sure any of this is clear apart from the politics of it all.
