I just read the remainder of that article and noticed the following:

"The three-part agreement that was never concluded between Cliffs and the province called on the government to give the company a reduced rate on electricity for 25 years that would have saved it up to $1.5 billion."

So Cliffs went because they would have to pay say 15 million $s a year while saving 1.5 Billion on electricity over 25 years. 25years * 15=375. 375 vs 1500?

As an illustrated example, if I used a pie to represent the dollars, to a first grader I think he would understand. Could not help LOL.
