When I read the CBC article I understood the following:

some of it is near completion...the balance will be finished 2017.

What was clear enough to me was Gravelle's blurb in the Ontario Legislature about how the province's 1 billion dollars was given to a transfer agent.

That means one billion dollars sitting waiting to get to work and not making money. You don't want that money sitting there for very long doing nothing.
